The use of rapid tests will allow to accelerate the procedure of checking the drivers on the maintenance of breath alcohol.

Also the rapid tests can be equipped with all of the traffic police working on the road. Recall that today the breathalyzer is not at all crews of traffic police, as instruments for measuring alcohol vapor in the exhaled air of the road and the interior Ministry can’t equip them all staff working on the roads.

 

It should be noted that rapid tests do not measure the amount of alcohol in the exhaled breath of the driver of the air, and only determine the presence of alcohol. In the case of detecting ethanol, the traffic police will direct drivers to a medical examination in medical facilities, where will be conducted a detailed study on the state of intoxication. Of course, if in the process of checking the driver’s test will not show alcohol content in a breath sample, the driver will not admit drunk.

 

According to the passport of the national project, rapid tests law-enforcement agencies must purchase before the end of 2019. So next year, all crews of traffic police will start issuing rapid tests for test drivers.

Until the end of 2019: increase of 11% compared with the 2017

 

Until the end of 2020: increase of 33% compared with the 2017

 

Until the end of 2022: increase of 66% compared with the 2017

 

Until the end of 2023: an increase of 88% compared with the 2017

 

Until the end of 2023: an increase of 111% compared with the 2017

Yes, the project provides for these unpopular measures. But without increasing the administrative liability order on the roads of Russia does not impose. According to the authorities, but at the expense of a package of measures to reduce accidents on the roads of Russia by the end of 2024 at least twice.

 

For example, according to the passport of the project until the end of 2021, the authorities have been instructed to toughen the penalties for failure to comply with weight and dimensional parameters of vehicles, transport (including construction materials).

Also planned before the end of 2021 to introduce a number of regulatory legal acts governing the rules for use on public roads unmanned vehicles, as well as the liability of the owners of such vehicles in case of traffic violations.

So, it is planned to toughen punishment for driving in a condition of alcoholic, narcotic or psychotropic intoxication, driving into oncoming traffic, for journey on forbidding signal of a traffic light for other more dangerous violations of the law in the field of road safety.
