National project: here’s how to change safety on the roads of Russia
What are the new fines for traffic violations will be up to 2024.
The government has published a National passport of the project “Safe and quality roads,” which aims to increase the share of roads of regional significance, at the 2-fold decrease in the number of accidents and the reduction of mortality in them by 3.5 times compared to 2017 and much more. In the framework of this project envisages the introduction of new fines, the improvement of database traffic, obtaining traffic data on the medical contraindications for drivers to control the vehicle from databases of the Ministry of health. We conducted a thorough analysis of the passport project, selecting the important points that are waiting for drivers to 2024.
When the traffic police will have access to data of the Ministry of health?
According to the passport of the National project “Safe and quality roads,” the interaction of the Ministry of health and the traffic police (Ministry of interior) should be implemented no later than December 31, 2024.
Recall that the cooperation between the two agencies is necessary not to admit to management of vehicles of drivers who have contraindications to driving. First and foremost, to deprive of the right of driving chronic alcoholics and drug addicts.
Also it is necessary to prevent the wheel without your glasses and lenses anyone who has vision problems. Additionally, if the traffic police authorities will have access to the databases of the Ministry of health, this will allow the interior Ministry to limit the effect of the driving licence of drivers who for medical reasons have (or acquired due to some disease) restrictions on vehicle control. Unfortunately, at the moment, such cooperation is not. As a result, the roads of Russia drives a considerable number of drivers who have contraindications for this.
When you enter rapid tests to check drivers for alcohol intoxication?
Is project another clause obliging the authorities to introduce the possibility of checking drivers for intoxication with the help of simple rapid tests that have replaced the breathalyzer test, carried out by the DPS. Unfortunately, routine checks on the breathalyzer is flawed and takes a lot of time. The use of rapid tests will allow to accelerate the procedure of checking the drivers on the maintenance of breath alcohol.
Also the rapid tests can be equipped with all of the traffic police working on the road. Recall that today the breathalyzer is not at all crews of traffic police, as instruments for measuring alcohol vapor in the exhaled air of the road and the interior Ministry can’t equip them all staff working on the roads.
It should be noted that rapid tests do not measure the amount of alcohol in the exhaled breath of the driver of the air, and only determine the presence of alcohol. In the case of detecting ethanol, the traffic police will direct drivers to a medical examination in medical facilities, where will be conducted a detailed study on the state of intoxication. Of course, if in the process of checking the driver’s test will not show alcohol content in a breath sample, the driver will not admit drunk.
According to the passport of the national project, rapid tests law-enforcement agencies must purchase before the end of 2019. So next year, all crews of traffic police will start issuing rapid tests for test drivers.

Will increase fines for traffic violations?
Yes, the project provides for these unpopular measures. But without increasing the administrative liability order on the roads of Russia does not impose. According to the authorities, but at the expense of a package of measures to reduce accidents on the roads of Russia by the end of 2024 at least twice.
For example, according to the passport of the project until the end of 2021, the authorities have been instructed to toughen the penalties for failure to comply with weight and dimensional parameters of vehicles, transport (including construction materials).
Also planned before the end of 2021 to introduce a number of regulatory legal acts governing the rules for use on public roads unmanned vehicles, as well as the liability of the owners of such vehicles in case of traffic violations.
