Here’s how to toughen responsibility for driving without a license

For driving without a license arrest up to 15 days.

The interior Ministry posted for public comment on draft legislation the draft Federal law on amending code of administrative offences regarding strengthening of responsibility for driving a vehicle driver who does not have the right of control of the vehicle. After public comment, which runs until 28 November 2018, the bill will be submitted for approval to the Government.

The draft law proposes to Supplement article 12.7 of the administrative code of the new part 11, with the responsibility for re-handling of the vehicle by a person not entitled to control. So, it is planned to punish those who repeatedly within a year driving without a driver’s license a fine of 20 000 to 30 000 rubles or arrest for up to 15 days, or by compulsory works for a period from 100 to 200 hours.

Recall that at the moment for driving without a license driver in accordance with part 1 of article 12.7 of the administrative code of the Russian Federation faces a fine in the amount from 5 000 to 15 000 rubles.

In the event of any change in applicable law, drivers who sat behind the wheel without a license also waiting for the same punishment referred to in paragraph 1 of article 12.7 of the administrative code.

However, if the driver repeatedly (for years) after bringing to responsibility under article 12.7 of the administrative code will sit behind the wheel, he will have to face tougher penalties in part 11 of article 12.7.

According to the explanatory Memorandum presented to the bill, necessity of toughening of responsibility of drivers getting behind the wheel without a driver’s license, is needed to reduce the number of violations envisaged by part 1 of article 12.7 of the administrative code.

According to statistics, traffic police only in the period from 2016 to 2017 and the first 6 months of 2018 for repeatedly driving without a license was brought to administrative responsibility were attracted to 82.5 thousand.

The worst thing is that according to police 7 500 people previously detained for driving without a license 5 or more times. But the worst thing is that in the same period of time because of drivers without a driver’s license was 26 thousand accidents, which killed 4 000 and 34 000 people were wounded.

Unfortunately, according to the interior Ministry, effective today, the penalty for driving without a license (penalty of 5 thousand to 15 thousand rubles) does not allow adequately achieve the goals of administrative punishment.

As a result, the Ministry of internal Affairs of the Russian Federation proposes to introduce stricter liability for repeated driving without a license, which in addition to the fine will include mandatory work and arrest.
