Here’s how the traffic police to deal with road deaths by 2024: the Published plan
The traffic police has published a plan for the implementation of the security Strategy until 2024

The implementation plan of the Strategy for safety on the roads of Russia until 2030 has begun. On the website of the traffic police published and submitted for public discussion the document (see the link “Draft plan security Strategy” above or at the bottom of the material), approved by the decree of the Government of the Russian Federation of 8 January 2018, a project plan, according to which implementation will begin the first part, aimed at reducing accidents and deaths on the roads of the country. In the next 6 years inspecting the structure of the interior Ministry with the support of the agencies responsible for road safety (the same Agency), will promote the strategy, developed in response to the request of the President of the Russian Federation, approved at the beginning of this year.
The main areas of saving lives and welfare of motorists and other road users, including pedestrians, named:
changing the behavior of road traffic participants, aimed at unconditional observance of norms and rules;
better protection from road accidents and their consequences for the most vulnerable road users, especially children and pedestrians;
improving the road network in terms of road safety, including the development of the organization of traffic;
improvement of organizational and legal mechanisms of admission of vehicles and their drivers to participation in traffic;
the improvement of management of road safety;
the development of the system assist and rescue victims of road accidents.
The preparation of the plan takes into account the provisions of strategic documents in the fields of national, economic, social, transport, security, foreign, immigration, and policies for socio-economic development.
These global directions were emphasized in the traffic police because of the urgent need for their implementation and the inability to promote the idea of increasing road safety by raising the penalties and sanctions against violators. The issue of national security on the roads can only be resolved comprehensively, and well, that structure it understands.
There is the presence of a complex of measures, the purpose of which will be a single – reduction to 2030 the accident rate, ideally to 0 deaths on the roads of the country by the year 2030 (this figure, of course, nothing more than a nice PR for the authorities, since to reach such indicators in any country of the world, especially as big as Russia, it is simply impossible). In the interim, until 2024, it reduced social risk, the number of fatalities per 100 thousand population from 13.4 to 4. That plan, recall, was approved by the government in January 2018.
Published, traffic the project is likely not going to change after all approvals in the ministries. For discussion in the government he will have to go in July.
Strategy paper for reducing accidents
Document on 12 pages received 94 points for the implementation of the strategy at different levels, ranging from municipalities and cities to Federal. Addresses comprehensive issues: the funding of measures to ensure traffic safety on the Federal, regional and municipal levels to the organization of monitoring the state of road safety, improving the system of state accounting of indicators in the field of road safety to the development of “a special program of standardization of goods, services, technology, and other activities related to ensuring road traffic safety”.
According to the document, the traffic police offers to perform the conformity of the normative legal acts of subjects of the Russian Federation on the issues of road safety for compliance with Federal law, to exclude many contradictions and to bring everything to a common denominator, and, along with other proposed changes, to develop methodological recommendations for calculation of economic damage from road accidents.
The document is divided into thematic units, from common areas of subject matter, like “Improvement of management of road safety” to specific areas: “improving the security of accidents and their consequences for the most vulnerable road users, especially children and pedestrians”, “Improvement of organizational and legal mechanisms of admission of vehicles and their drivers to participation in traffic”, “Changing the behaviour of road users with the purpose of unconditional compliance with the norms and Rules of the road” and “Development of system of care and rescue of injured people in road accidents”.

Suggestions for providing citizens with a possibility to remove the violations on the mobile app and send the video to traffic police that quite vividly discussed in the last few years and, despite the absence of the current legislation will soon be introduced: “Organizational and methodical support of bolting the transmission to the police of video footage taken by witnesses of the violations of traffic Rules with the help of special applications for mobile devices, and legal support to simplify the mechanism of attraction of owners of vehicles to administrative responsibility for such offences”.
The development of a network of cameras, photo and video fixing violations.
The application of the so-called “alcolocks” for drivers working in the transport or previously prosecuted for driving drunk: “Elaboration of organizational and legal issues related to installation on vehicles of devices for the freezing of engine start in the case of the presence of alcohol vapors in exhaled air (alcolocks), including the definition of types of shipments that can be used such devices as well as categories of drivers (including previously brought to justice for driving while intoxicated or refuse the examination for intoxication)”.
Will work on the issue of introduction of additional requirements for drivers brought to justice for driving while intoxicated. For example, “including the obligatory psychophysiological examination of drivers who operated motor vehicles while intoxicated above a certain degree or repeatedly”.
In General, drunk driving special attention of the legislator, unfortunately, the question remains acute and unresolved.
It is proposed to tighten control over the observance of regime of work and rest of drivers in the transportation of passengers and cargo. As prescribed in the project document, “… including using technical means of remote control.”
Discussed stratstone (including trucks) and the use of special locking devices on the wheels of the vehicles for the implementation of the detention of vehicles.
“Preparation of proposals on the possible use of these GAIS “ERA-GLONASS” as evidence of facts of violations of traffic Rules and for bringing offenders to administrative responsibility” – an interesting point that goes beyond the direct evidence of guilt of the perpetrator of the accident the driver.
The improvement of licensing of passenger transportations (read: toughening of responsibility for violations in this area of activity). We are considering this item it is in this perspective.
“Increasing protection from accidents and their consequences for the most vulnerable road users, especially children and pedestrians”
Among the most important topics covered for the protection of children and pedestrians. It is proposed to develop a program of teaching children traffic rules, works with parents on prevention of child road traffic injuries. There is even a point: “Preparation of proposals on creation on the basis of educational institutions parent patrols to monitor children’s use of reflective elements, compliance with the rules when transporting children in vehicles, and safety while following the child’s route “house – school – house””… the Warriors of the new time back? However, when it comes to the safety of children, extra measures do not exist.
Proposed and a more global point of supervision of the minors on the road: engaging youth, public, including voluntary, organisations to implement activities for the prevention of child road traffic injuries. I wonder how will it be implemented? Frankly, the proposal is quite peculiar.
But paragraph 19, it is much more effective and actually being implemented, here we are talking about drawing on children’s clothing and school backpacks retroreflective elements.
But the most interesting unit was the following: “Preparation of proposals on the organization of the provision of child restraint devices (in the form of rental, lease, gratuitous use, etc.), including on the basis of medical institutions.” That is baby car seats of good quality to rent and even free of charge. Perhaps we are talking about options for low-income families or organizations dealing with children’s transportation?
Not spared in the traffic police and tougher requirements for drivers of school buses.
Other interesting things can be read directly in an official document, including those relating to bring in the proper kind of unregulated pedestrian crossings, installation of bike lanes, reduce advertising along the roads, “optimization” of the speed limit in settlements, as well as starting the exchange of information between the traffic police and the Ministry of health of drivers who have contraindications to driving, the introduction of fines for medical examination, illegally issuing a medical certificate, giving inspectors the right to direct the vehicles with failures in service center on diagnostics and so on, including the inclusion of first-aid kit means to shelter and transport the victim (blanket) at low air temperatures.
