What you need to know about the new procedure of issuing identification mark “Disabled person”
The Ministry of labour approved the procedure of issuance of the sign “Disabled” for individual use confirming the right for free Parking of vehicles operated disabled groups I and II, as well as the disabled of group III (in accordance with RF Government order), including vehicles carrying disabled persons and (or) children with disabilities.
The procedure for issuing approved by order of Ministry of labor under No. 443н from 04.07.2018.
As noted in the order, the Ministry of labor, the sign “Disabled person” will be issued by the Federal state institutions of medico-social examination:
The Federal Bureau of mediko-social examination;
The main Bureau of Medico-social examination;
Bureau of medico-social examination in the cities and districts that are branches of the main office.
“Registration of a Mark is carried out in the Bureau at the place of residence (place of residence, place of actual residence) disabled person (a disabled child)”, said in the published document.
According to the order, the design of the sign will be the firm’s experts, expert members of the chief of the Bureau (Federal Bureau) mediko-social examination at the request of the disabled person (a disabled child), or upon application by a legal or authorised representative of a disabled person (a disabled child).
It is also noted that the implementation of the registration of the sign in the main office occurs in case of appeal by the disabled person (a disabled child) or a legal or authorised representative of a disabled person (a disabled child) the Bureau’s decision, and in the direction of the Bureau in cases requiring special types of examination.
The Federal Bureau registration of the mark “Disabled person” is carried out in case of appeal by the disabled person (a disabled child) or a legal or authorised representative of a disabled person (a disabled child) the decision of the head of the Bureau, as well as in the direction of the chief of the Bureau in cases that require especially difficult special examination. Items 4, 5 document.
The sign shall be issued for a period of not more than one month from the date of the registration statement. The results of the finished sign is made within one working day from the date of issue. It can also be sent by registered mail.
On the sidelines of the identification mark “Disabled person” will specify the following information:
a) on the front side
identity props sign, which includes a sequence number corresponding to the number of the journal of issuance of the sign, the room Bureau, ITU or expert members of the chief of the Bureau who issued the token;
date of expiry of the Sign (the date of expiry of the period of disability; in the case of disability, without specifying the period of reclassifying entry is made “valid”);
b) the reverse:
surname, name, patronymic of the disabled person (a disabled child);
date of birth;
series and number of the certificate, confirming the fact of establishment of disability;
disability or is “entry-category “child-invalid”;
period to which the disability;
the date of issuance of the sign.
“Information applied handwritten means legible handwriting with ink in black, blue or purple (blots, erasures and corrections are not allowed) or using the printer.
The information shall be signed by the head of Bureau (the main Bureau, Federal Bureau) or signed by the authorized officials and stamped by the Bureau (the main Bureau, Federal Bureau) who made the Sign,” reads the order of the Ministry.
Simultaneously with registration of the mark an act of medico-social examination of the citizen in the Federal state institution of medico-social examination without additional survey.
Prescribed actions and in case of loss (damage) of the sign. Bureau at the place of residence (place of stay, residence) disabled person (a disabled child) issue a duplicate of the sign at the request of a citizen with disability or his authorized representatives.
A duplicate Token shall be issued on the basis of the act of medico-social examination of the citizen in the Federal state institution of medico-social examination and journal entries for the issuance of the Sign under which he was previously issued. While in the upper right corner of the reverse side of the duplicate of the Sign is “Duplicate” below the line “date of issuance of the Sign” is “Duplicate issued” and the date of issuance of the duplicate.
Simultaneously with the issuance of a duplicate of the Sign shall be compiled a new act of medico-social examination of the citizen in the Federal state institution of medico-social examination, which provides information about the issuance of a duplicate badge and the invalidation of the lost (damaged) Sign, and in return issued a duplicate.
Thus, to take illegally a false badge will be impossible.
The order comes into force on 4 September 2018.
